PTC clickers.. are using downline builder and other site alike?

I bump across this site and it state that you can have active referral is you join. I'm in the ptc mood this days( since my neobux prob was solved ^.^) is this true and legit? aren't you going to be banned if you join here? thanks!

most of the downline program require us to join some program to get our downline.I had signed up for one site and it was required to join the site and then place your referrals link ..which didn't worked for me as I already member of those site.if you know any good downline builder site please do let me know.I want site where I can sign up for other site and place my program referrals .
