Make friends at the website need good skill?

Some of my friends make foreigners friends from the website,so I would like to make my foreigner friends too. However when I registered the website, and get little message from the website memembers? so I am thinking if I need to learn the good skill to have friends at the website. However many of my Chinese friends told me that they made many foreigners from website, they added skype, msn each other.I was informed that the step to make friends online, I should learn the following skill. First,I should named a good name, easily to remember. Second, I should have the special private details. Third, upload pretty photos. Forth, keep contact information in profile. Fifth, set up the requirement of choosing friends. Sixth,write and send some friend letters to memember. Do you think what it the best way to make friends online? expecailly make foreigner friends?

Hi,
It is good to make some new friends,especially those friends
who stay in overseas. YOu guys can exchange the info about yours countries and
I believe they are lot of things to chat and to share about.
When you plan for holiday, you can consider to visit them too.
However, be careful when makin any new friends,especially those from Internet.
Never go and meet them alone,always ask your friend to tag along to play safe.
I don't mean that all people are bad,but you just need to protect yourself
and be more alert when the danger comes.
