when you love the person,do you say to him or not?

i have a friend who love a man.she is a shy girl.she doesnt dare to say to him.It is impossible to love her in her view so she decides say nothing to the man.But she doesnt know how to remove the love.The man has no girlfriend right now as far as i know.When you love the man,do you say to him or not?

If she can't say, she can do! She can care him from very small things such as buying a breakfast for him, smile with him, present him a book which he likes etc...Is it ok? :)
