can we create a professional website for free?

i want to make a website that have a professional look,but i don't want to spend money for domain and hosting cause i still beginner in website world,can you suggest me what is the best free website builder that have a professional look,fully customizable and totally free to use?

The answer is absolutely YES.
You must have a public IP. Then you install the web server on your own machine. People all around the world can visit the website residing on your own machine.
You can register a free domain name, which surly is not a top-level domain maybe subdomain name or maybe third-level name, and map this name to your public IP.
WorldPress is the most famouse and widely used free website framework. It's fully customizable.

A public IP is designated 4 use in a public domain which is in contrast to a private IP address that is in an address range designated 4 use only in the local area network LAN.
If you can connect to the internect u must have a Public IP. But what I mean is you must have a public IP exclusively. If you connect to internet from with a local area network, the public IP you have is shared by all the users in the local area network.

hello. Try www.weebly.com. its free and easy to use. I tried it . my website is http://principlesofaccounts.weebly.com.
Though mine is not very professional, there are many professional sites created with weebly.

My experience with Brinkster.com is very very good. If you are a developer, you can very well choose their 'Developer' package. (Free, with some limitations. With a free account, you can't use autoresponding features and some other features.) They host ASP or ASPX files too, but the limitation is, max file size should be 1 MG. Total disk space allowed is 30 MB, daily traffic limited to 16.7 MB.
All the above features are very much enough for a growing business owner.

Software that can be used in making the web including: Templates, Textpad, Dreamweaver, PHP & MySql but easy enough if you want to use wordpress or zomla only.

i have already tried blog but i can't do much with it.I can't fully create html page with blog.Anyway ,thanks for your suggestion.
