Amazing! Caught twice by surveillance video in one minute

My friend complained to me that he met a depressing thing this mornig. He checked the endorsement on the driving record online this morning since he hasn't checked it for a long time. And what made him crazy is that he was caught twice by the surveillance video at the same place in one minute. It means he has to pay twice penalty for this endorsement. Is it reasonable? And do you think he has to make an appeal for it? In my opinion, it's obviously unreasonable. First of all, he's not familiar with that way, and there's no well-marked sign indicating that this way is a one-way street. Then, it's unacceptable that he was caught twice in one minute. I think there's certain responsibity of transport and communications department. Since he was caught by the camera for the first time, he should be fined once but not twice. And there should be somebody or system responsible for reminding the people who breaks the trafic regulation.

In Illinois the law says that when we drive it is our responsibility to know the law as they feel that ignorance of the law is no excuse. Even if not posted they feel it is our responsibility as if we were mind readers. I suppose it wouldn't hurt to appeal as worse case scenario he will have to pay anyways.
