Behavior advice: hair pulling

Help!!! my 21 month old daughter has started pulling hair. I do not believe in spanking, or pulling her hair back, but it needs to stop. What have you tried that worked with your child? I have tried yelling oww, explaining that she hurt mommy, and giving her time outs. Most of the time it does not really hurt, and I think she may just be playing with my hair, but other times I tell her no and she does it again. I want to nip this behavior in the bud before she starts pulling other people's hair.

Pulling once hair will irritate, but when the tiny ones pull the hair, no one will get irritated, rather it brings smile on the faces. Nothing we loose when the child pulls the hair. Keep enjoying her act for another three months, after two years she will completely stop pulling the hair.
