Whose to Blame on the last Hostage Drama Happened to those tourists?

We are familiar with the bloody history encountered in Philippines. . It actually not happen to not to Phil only but I think to some countries too. Crime is everywhere, it happens everyday. We can't control what will happen today and tomorrow. The hostage crisis drama,is the most talked world wide next to the last bloody history, Maguindanao Massacre. I am not actually updated with the new one and just heard it to some news, by my friends. I also read some comments in some forums debating whose to blame with the incident happen. I'm a bit confused, why others blame it to the President? Not siding on the President but I just wanted to ask, why do others have to blame him for what happen? I need your opinions with this.. Thank you!
