Something different in Instant payout of paidtoclick

Hi Friends, When I request payment in paidtoclick PTC, I felt something different in their instant payout. Usually when i do thin in other PTC (like Neobux), part of my earning will be taken as Instant transaction fee for Paypal. Some site will increase minimum payout or won't pay instantly to avoid this fee, but they will pay full amount in my paypal. This case is different in Paidtoclick PTC. Thought the amount is very less (1cent), they transfered instantly to my paypal without any fee. How they manage to do so? Or is it common in other site and I missing those sites? Your comments will make me clear. Or You also surprised to see that? Thanks
