Hello, hanumantha! I think you are new to Mylot.
Farmers cant sell directly to the government since, in business, there are a lot of intermediaries who are dependent on it, and who have a specialized knowledge of the job of an intermediary(middle man). Government employees dont know such duties. Like for example, ryot bazaar in towns and cities. In such places, you not only have the farmers who come to sell their vegetables, but there are also farmers turned buyers, who buy wholesale and sell to institutions, etc. In every business or economic activity, there are a number of specialized slots where people of different aptitudes fit. Not all agricultural people can produce vegetables, etc. Some people specializing in wholesale. Some specialize in pesticides. Some specialize in vines and some in tubers( like potatos),some in green leaf vegetables, and so on. Each layer of people claims its commission. Moreover, these slots(jobs) are not permanent. They are arbitrary and seasonal, sometimes. So the govt. cant afford to employ full time workers to handle such activities. It is precisely because of this that the Govt. of AP started venues like the Ryot bazaar, where Ryots can come and sell directly to the consumer(you and I). Hope my clarification is informative to you. ALl the best!
