My question is, what transaction You have done. Send or receive money?? If You send a money for pay something, You can make a disclaimer to the Paypal about the merchant.

It meant nothing if you have no problem with the merchant. As you said, you paid someone and received the goods. Just ignore the email. It's meant for those users who encountered a problem with the merchant and want their money back. They can open a dispute against them to settle the problem. Hope this helps.

There is nothing wrong with your PayPal. It's a "just in case" advise to you, that says that if you have any problems, you can ask for a refund in case the seller scams you, you can still recover your money for a period of 45 days. It's a standard rule of PayPal, and it seems that they're publiciting it to make everyone know about it.
