What are the algorithm of those traffic lights?

While I was sitting in my car waiting for the "Red" light, I was wondering, why are some lights turn to "Green" so fast, while others so slow. So, actually how do they control the lights. With computational code, and what is the algorithm to determine the duration of a red light, and the duration of a green light in a specific time period? Does anyone know?

These traffic lights are made to change the lights according to the traffic of every street. If a street is very aglomerated than the red will last shorter, and if it is not so aglomerated than it will last longer. At least this is how they are in our country.

So, they might have some sort of sensor or detector around the traffic light, to sense how many traffics in front of the lights right? Otherwise, how would they control of the traffic that way.
