ECHR force my country to pay 11700€ to criminal

This week European court of human rights made decision that my country must pay compensation of 11700 EUR to raper for inadequate prison conditions. When i first time heard of this decission i was shocked and didnt wanted to believe it. But then i founded the same information in many news papers and websites her. What can i say? Western democracy is descending into the lowest level of responsibility! My country take a debt worth of 7 billions euros so that we can survive here, while ECHR makking such a nonsese decisions. is it ok now that criminal got in one day money equal to my 3 years wage? Is that normal to protect people who rape, beat or even muder other people? I lack words to describe emotions on this issue. We here even have a joke that life is much better in European country prison than in our country. Dont you think democracy has gone too far?
