i have never heard about that. i don't think that's even possible. it is more likely to harm your pc components though. psu is likely to get hit if electricity suddenly stops and peaks up again. you can check your windows registry with programs like toniarts easycleaner. but if your registry is truly corrupted it will affect your os not to function properly or not at all. if everything works nicely, no worries.

Well, this sounds more like something which will affecto your hardware, not the software part. Windows registry can get easily corrupted, especially with old OS, but not for an electric problem. Keeping installing and unistalling new programs can get your registry very dirty, for example, and of course some virus could damage it, but they are always problems at a software level.
Anyway, it's always better to keep a backup copy of you registry ;)

If the power suddenly out then it never be harm your computer because I have used my computer without any UPS for one year and in this one year my computer are closed many times when power is out. But I have not faced any problems related to windows corrupted. I think when any virus or unwanted program comes to your windows registry then it can harm your windows registry and then you need to again install your windows.
