Agencies to report fraud using name of someone who died and takes a new life

someone took name of someone who died very young (to young to have ss#) obtains ss# drivers license. has lots of assests but all in family trust his real name never used everything handled by trustee. Has 50,000 dollar warrant has no credit cards or anything with real name.
