Creating a law

On a third world country we can't solve this pressing problem of our society despite of the ways and method given by the government. A family with so many children makes them hard to stand up to poverty and it's quite alarming? Do you think the government to have new ways on solving this issue..or the gov't has to make a law making limitations to a family to have only 2-3 children ?

Poverty is the primary problem in the country and that the government should have think to give people in the country acquire a job for a living..
Making a law for family limitation to have 2 to 3 children might not be the primary solution to poverty.. for me, it would have been a stable job for every citizen and have an information dissemination regarding on the population education.
