it is right to complain about services that do not meet expectations

we often find out that the services that we recieve it's bellow standard than what we expect. what would you do in this istuation? complain about it? or just deal with it and never come back to that resturant for example

I'm the kind of person who doesn't like arguments or confrontations. So when I encountered a poor service, I just keep in mind not to come back to the place where I had my bad experience. I also don't complain because I don't want other people to stare at me while I complain on the poor service.
