Cops in Wisconsin Ordered to "take down" Wisconsinites for Obeying the Law!

Wisconsin is one of the few US states that still deprives the people of the right to concealled carry of guns if we want to.
In defense of this law, Gov. Doyle made a speech about how we don't need concealled carry because it is legal to carry guns openly in our state. He emphasized the point by wearing a holstered gun himself. During the speech he patted the holster and said, "Just carry openly, like I do."
That is all well and good, except the same Gov. Doyle encourages the chiefs of police in the state to issue "take down" orders to there police officers.
A take down order says that if a cop sees a person carrying a gun, they should not just arrest them, but put them face down on the ground, cuff them and bring them into the station. The person then has to remain at the cop shop until the police get around to doing a 5 minute criminal check.. just to make sure the person can legally carry the gun.
In other words, the piece of trash Doyle and some Chiefs of Police have taken it on themselves to make sure Wisconsinites are "taken down" and held against there will for OBEYING THE LAW.
