Male dog in heat

What to do when your dog is in heat? He is always shagging other people (especially women) on their legs which is totally embarrasing :( Is there a place to help them ease this without neutering/sterilizing it?

There is no such thing as a male dog in heat.
Only female dogs can be in heat.
What your dog does is a sign of dominance, and it shows a lack of training.
I'm sure you found this behavior funny whe he was a little puppy. You had to tell him NO from his first attempt. Now then he saw that those actions aren't forbiden, he will do the same again and again.
Things won't change if you neuter him, because he will still be dominant. You must start training him, showing him that you have rules he must obey. One of the rules is he must not climb people's legs.
