Is this guarantee referral program a scam? please let me know

So I was clickin some ads on neobux and this one came up...if u go to guarantee-referrals.com - says for like seven bucks you can learn how to get a bunch of refs so i went on google to find out more about these guys and nothing came up, now the reason im posting here is to see if anyone tried it? Since neobux is a known ptc and has been around for a while, I was wondering if they would actually advertise a program that wouldnt work on there website?
