These shop fee are popping up all over the country. In the state of California shops can't charge this fee. These "shop fees" that are being charged to all invoices include but aren't limited to the following items: gloves, floor mats, seat covers, shoe covers, steering wheel covers, brake clean or some other solvent for cleaning metal surfaces (not just for brakes), rags and bumper covers (cleaning of rags and bumper covers). This is just a small list of things that it could cover. So in almost all repairs the majority of the above would pertain to any vehicle repair that you had done.
Not sure if your saying that you were charged $30, but that would be an excessive charge and I would call someone about that. As for 7% tax, almost all states have some sort of sales tax ours is 8.75%.
Good luck!
