Google's fault?!

Hey guys!
Whenever i want to search for a new site to make money then i immediately search for what i want it Google because i believe that it is the best search engine ever. But sometimes i am not so sure about that.
You see when i type "paid to surf" sites then the first site i get is surfjunky. Now i know that it is scam but my question is why does Google allow such a site to be posted here in the first page and that too at first position. I am very disappointed at that. Google is the best site for doing anything and i can't believe that Google would allow a scam site to be in the top of it's list.
What do you wanna say about it?
