Quick advertising Question!

I had a hard time searching for this, as I do not know if it exist. Is it possible to create a script that points to any targeted page and have a small banner ad placed at the top of the screen. For instance, if I want my ad to be "x" and for it to be placed at the top of google, I would point them to my link which forwards them to google with my ad "x" above it. Sort of like how google translate works. Do you know where I can set one up at?
