Guidelines at mylot and making suggestions

I was thinking of making a suggestion here, or 2, and i started reading the guidelines again. I found nothing there that would forbid this and i actually believe it can bring something interesting up that may improve the mylot community.
I was thinking about the guidelines in particular and how us older member always think that new members don't read these, don't know about them until it is usually to late, and they have already made a mistake (or more).
The suggestion i am thinking is related to the logging in system - like we get those advert pages before getting access to mylot, maybe a splash page with the mylot guidelines before the actual access would do wonders for newer members, and why not for those of us who have forgot some of them.
As a fun fact, while searching for this subject i got a reward of 13 cents for using the search bar :)
So, what is your view in introducing a splash page with guidelines ? Would it be just an annoying step, that user would skip over, or would it actually help avoid some deleted topics (and accounts) ?

I think this is a great idea, especially because I would never see it. I always come to mylot via an email notification, then I browse around once I get here, so I never have the adverts pop up, unless of course I somehow get signed out, which rarely happens and then, well, I do read a bit.
The best would be to put a reminder bulletin featuring just one of the guidelines so it is read before the users are even realizing they are reading it.

Highly depends on the user. There are some who won't read it and just go on with the postings, i'm sure. There are some, however, who'll read them and be careful with breaking the rules but, imo, these are few. To some it up, i don't think it's a great idea at all.

I don't think this would make any difference, because they can skip reading the guidelines splash page. I always hit the back button as soon as I can every time the advert page appears after logging in. I don't see no reason for the new users to do otherwise. I think that if a user wants to know the guidelines, they will surely read them, without anybody forcing them to do that.
