what the meaning of this part ????

in the part of surah 2: the cow, verse 233, Allah S.W.T said "but if both desire weaning by mutual consent and counsel, there is no blame on them". what is the excactly the meaning of that part? does the meaning of is "women can stop breast-feeding of their baby before full two years?" I hope somebody can explain this part....
