you know the philippine lotto where 741 Million was at stake?
well someone won it, but hasn't claimed it yet
i wonder why?
i guess it'd be very scary to try and claim it
i bet a lot of politicians are already anticipating the claimant and they're gonna be the first to take out chunks of it
like alligators in the stream while gnus cross it in their annual migration

By the time the winner claim it, the crook will wait for him. No matter how secure the system is, it is still run by human and as far as money is concern we just cannot trust any human at all.
Even siblings and relatives or families kill for money. What to say strangers that greedy and willing to do anything for money.

If I am the grand winner I think it is also my tendency to be afraid having that large amount of money in my hand. I think I would ensure that he could get a safe passage to claim it and get away from the public scrutiny. Although being a bystander in all this things we all are curios who he/she is so that doubts about PCSO making bogus winner would be cleared once and for all. But then I guess the safety of that person and his right to privacy must all be given due him as a private citizen of this country.
