Elegant dresses, vs short skits & low cut tops

Which do you think is more attractive to see a female in? Either an elegant dress that might be cut just low enough to give a hint of cleavage (or if they lean over then a little more of a view), or an extremely short skirt and top so low cut that you can't help but look? Honestly, I prefer the elegant dress, just enough to tease is something I think is classier, and my thinking is if a female is wearing the ultra short and ultra low cut top, she's probably advertising and has had man customers lol
