Is it still consider government?

I know a private company that is an outsource from customs and it responsible to collect money to distribute to the previous custom workers whom are now retired and needs money for education, everyday expenses and such. So my question is this company part of the government plan or is it unlegal? It has license I already seen it. Anybody are welcome to explain on this. Thank you.

Well, my mother gets a government pension check every month because of the fact that my father passed away while he held the job of being the Assistant Hospital Administrator at the Bureau of Prisons branch here in Lexington. This is perfectly legal and the check is executed by the government. I'm not sure how things work where you live, but I would assume that civil servants do earn retirement of some sort and it is legal to have those checks dispersed to them.

Oh I see. I misunderstood all this while because I did not trust the government would outsource a company to do this while they can do it themselves. I see how they worked out now. Thanks Dorannmwin for clearing my mind.
