Anime, Cartoon: What's the difference?

Other than the origin of the drawings, isn't both kind of the same? I mean both are simply animations being aired on a supernatural fantasy world. I've been arguing about this with a few friends that both are the same in the general perspective. Care to share your insights?

I always thought of american cartoon is aimed more for kids. And anime is a broader range of age groups.

I think really the distinction comes with the content. Cartoons are generally more jovial and for children, they are also generally required to follow content laws that includes TV ratings and censoring etc. But anime don't have quite the same restrictions they are typically, from an American perspective, more adult and often contain dark messages. Now when an anime is translated and ported over to an American network it probably is on equal footing with cartoons because they have to censor it and rate it appropriately, I think the real question is whether or not you should count these dubed versions of animes as animes or just go ahead and say they are the cartoon versions of animes.
