Why Moses taken extra biblical power for divorce

In Matthew gospel Jesus Christ said Moses allowed people to make divorces, it does make him extra Biblical ??

No, because I am sure he went to G♥d first before allowing it. Today I believe it is still Biblical because though G♥d hates divorce, He wouldn't want someone who is in danger to stay.
