city vendor permits

how is this for something that is counter productive. Our city coucil passed an ordinance that requires beggers or panhandlers to pay 25 dollars for a permit to hold signs and ask for help. yes you read it right. a homeless person or panhandlers have to pay 25 dollars to get a permit to ask for money. I thought to myself. wow, hello ring ring, if they had 25 dollars they wouldn't be standing out here holding a sign in the freezing cold rain asking for change. they have to wear these cards on a necklace around thier neck so it can be seen. what do you think of this?

Seriously? That's nuts!! I wouldn't charge $25 for someone to hold me!!

I am not sure I can agree that homeless should be able to pay a fee as you state, my gosh there is a reason why they are asking for help. I suppose it is just another way for the city to control the taxes as I am sure that after getting a permit now they are obliged to pay taxes. This truly Shucks in my opinion. No one can get a single break can they ??

I often come across many panhandlers in big city where I am living.From appearance, I am unable to judge who are real panhandlders and who are not.Sometimes I want to hand out in mercy, but with mind I may be not cheated I can not decide whether I do that.
