Does the majority still believe in civilising Africa?

Is todays rhetoric about exporting human rights to Africa and the middle east interchangable with the old civilising rhetoric?
Are human rights a secular faith?

I am very keen on traveling to different countries. I have been to Israel and Jordan. I have been to Tunisia, Kenya, the Seychelles and South Africa. When I was studying Travel and Tourism I found out 19 out of the 20 poorest countries are in Africa. Some countries in Africa attract foreign tourists like Egypt, Tunisia, Morocco, Kenya, Mauritius, Cape Verde Islands and South Africa. Countries like Chad and Niger and not popular and hardly heard of. I think international aid can help poor African people.
