Can Conscience controlling instinct? / myLot

Things like this come from emotions and feelings of humanity. how important the existence of conscience, in addition to that reason and science are valuable, but can become a force of conscience who control the instinct? thanks

all men are given a conscience by God, because I think if people do not have a conscience in this world life would be very messy
