I mean really this won't make us any safer it will grow us to not trust each other. The need is to Wake up Wake up and smell the coffee which is the Republican/Democrat Dictatorship that is growing. If you vote either of these parties in you are in support of the rise of this police state. These parties are for taking your power away the power to change the government to protect your creator given rights the government doesn't grant you rights. The creator who ever you think that is gave you those rights and I can tell you right now the RDs or DRs however you want to put it want to violate your right to life,liberty and the pursuit of happiness so you can be slaves to the police state.

I'm mixed on this one.
On one hand, you are right, people snitching on each other can lead to a police state.
On the other hand, the most important weapon we have against terrorism, tyranny or even simple crime is eternal vigilance.
How many would-be terrorist attacks have been thwarted by simple people paying attention to what is going on around them. The recent attack in Arizona wasn't ended by any government or police action.. it was ended by regular people rising to the occasion.
People saw something, and said/did something.

The start of a police state is to get people to trust the government over them selves so that the people are less likely to band together to go after the truly corrupt which is the Government. Greed Humans worst evolutionary trait.
Vigilance is important as long as it isn't coming from an omnipresent government. Not to mention having these messages at us telling us to be careful of the people around us.

So where's the line between government encouraging vigilance and a police state?
I'd say where encouragement ends and mandates begin. There are no mandates here... and its' up to us to make sure they never happen.

Government does not care about our safety or they'd close the borders so terrorists could not enter as easily as they please. Government is using mind control, making us afraid of each other? while the REAL terrorist waltz in through our borders?
Grade school kids are reporting surveillence cameras in bathrooms, TSA is patting pretty high school girls down at proms, school issued laptops with web cams linked to school officials that spy on kids in their bedrooms while being used. ID chips in school ID's to track students on and off campus!

I've watched it for quite some time developing. On 9/11, my now ex-husband and I agreed that it provided the perfect scenario for the government moving its intrusion into our lives ahead by decades. And so it has.
This won't stop until people quit valuing their personal security over their freedom. So it will continue because we've been subjected to a concentrated campaign of fear for the past 11 years by our own government. I would rather have terrorists that are out front with their aggression than a government that practices mental and emotional terror to achieve their goal of total domination of the people. We can fight outright terrorism but getting the sheep to awaken is nearly impossible.

We have been living in a police state for some time now. They just keep upping the ante every chance they get. Anyone who does not know how corrupt Wa-Mart is, is just blind.
