Are you Happy with the performance of your internet connection ??? Coz i am not.

Hello mylotters,
I got an big issue about my Internet connection performance since last couple of months. The thing concerning me is that whether it is the problem in my Computer which causes really damn performance of my net connector.
I am using Reliance Broadband+ datacard, which i have bought, not sure but about 8 months ago, and since then no any day have surprised me by the speed of Internet.
In fact the speed that company Reliance claims is 3.1 Mbps for Downstream and 1.8 Mbps for Upstream.
Here is my important Pc configuration;
CPU : Intel Core(TM) 2 Dua CPU E7200 @ 2.53 Ghz
Memory(RAM): 2036 Mb that is 2 GB
OS : 32-Bit windows Vista Ultimate
HDD : Internal 250GB 7200 RPM
Now my Internet data card performance;
Max. Downstream Speed: 373 Kbps while downloading from company server for a while only once till now else highest speed is 150 Kbps.
Min. Downstream speed: 1 Kbps while Downloading from Rapidshare Premium
(Speed is observed Practically on IDM 5.19 not on Speedtest or anywhere else)
Average Download Speed: Probably 40-45 Kbps
When i took a test on Speedtest,net result was like that;
Ping time : 139 ms
Downspeed : 0.66 Mbps
Upspeed : 0.12 Mbps ..............While i was in range of full coverage.
I think this performance is the bad one ever i seen. My buddy is using same but has not that issues like mine.
Now you will say the Coverage should Be concern, but no that is not at all. check this Image out:

here in image, coverage has strength of 4 Bars but the performance remains same even for 6 Bar strength. And the speed in application is max speed= 1174Kbps which is i think fake. coz only torrent downloading is active nothing else and still speeds are different in driver software and in utorrent.
This is what all about the issue is, and i can't figure out what the hell is wrong with my datacard or Computer.
Can anybody resolve my problem, Please some one help me out here.
I am not getting.....what i am paying for, But guys please do not suggest me to ask out at company store cause the service & support is dam f**king.

When you say data card do you mean an ethernet card that goes in your computer? If so you might replace it with one of the 10/100/1000 speed cards and it might help.
I know that I download a lot and work online all day so my internet connection is crucial. I recently had some problems and thought it was in the cables so I changed the ethernet cable and the telephone cable because I have DSL from AT&T. By shortening the cables it helped.
Another thing is that if you are using a router with other computers on the same internet connection their usage can slow yours down.
If you decide to try one of those ethernet cards they don't cost but about ten dollars from either e-bay or pricewatch. I know that when I changed mine I could really tell a difference.

try using your internet during off-peak hours...and you will get the most put of it. nothing wrong with your specs we almost have the same specs...but then in my experience windows sp3 is faster than windows 7. but to add though,, what you are referring here is your download stream from the server which is very different from the bandwidth from your ISP
