how to apply an EON card?

I'm sorry guys, i'm a new user of this site, and actually i have a lot of questions, i have already read the FAQs but there is no instruction there on how to apply an EON card? Is this the same as Debit card? What are usually the requirements to get this card? and also what should put in the card type? I just created a paypal account. I really appreciate if you guys could help me.
