Cliacksia and incentria scam or not?

Today I cannot open clicksia and incentria sites. Both shows blank page. Are this both PTC sites became scam or not? Though theses both PTC sites paid me twice, but I afraid i its gone scam or not. Last day I could not browse incentria as its shows nothing and today I face same problem with clicksia site too. Both site got same owner.
Do you face same problem like me friends? Or I am the only one who is unable to browse clicksia and incentria ptc sites. Please share your experience recently with theses both sites. Hope both sites remain legit site and never turn to scam.

why most people afraid that a site will turn into scam when they can't access the site.
There is a big difference between "scam" and when the site has a problem like site under DDoS attack,bandwidth limit exceeded,or other security issue.
