Unleashed and Dropped Off Dogs , becoming a worry for me !

I dont' know about where you live but here in alabama a dog is to be leashed if outside, and the number of "dropped off" dogs is getting worse. I live in a rural community that is fairly small to say the least, and I have noticed that the population of roaming dogs and/or unwanted dogs has tremendously picked up over the last year.
It never fails, when I leave the house I always see one or two dogs just roaming and yes, some of them have collars so that means they belong to someone. A couple of them I could tell you what house they belong to. So why can't the owners obey the law and keep them on a leash ( for the dogs safety ) , and why can't someone that does not want their dog any longer find someone to take them instead of dropping them off on the side of the road ? Can you imagine not being wanted anymore and your loved one taking you down the road, pulling over and just dropping you off without ANYTHING at all except yourself? It would be devastating !
It bothers me because I have had several ( inside ) dogs that has ran out the under our feet when the door was opened,only get ran over by some speeding car ( yes the speeding is bad even on my rural roads ) and the thought of these dogs getting ran over just kills me. I want to call animal control every time I see these dogs but I know all too well that they will be put down within DAYS of not being taken home with someone, and I can't do that. I suppose at least letting them roam gives them some kind of chance of someone dog lover picking them up, which is not a option for me.
I just wish there something that could be done. My daughter gets upset when she sees them as well and begs to start a house for them. But, with that comes more money which I don't' have, and issues such as diseases and so on.
