Questions again on setting the restricted website?

So, would it better to set up a parental control on your computer, and allow certain people who access that particular computer have limited access to a certain websites, like social networking sites? It is a matter of setting up a guest account, and I control the administrator account. Another question though for Internet explorer. I followed the advise from a mylot member, I tried to set up the restricted website from the "Tool"; then "Internet Option", to "Security", and on "Restricted Site", I add a couple of websites restricted on the computer. After I refresh it, it seems not work at all. Didn't I do it right or other reasons? Please advise!
