Is there anybody who can convert the following to english or tagalog?

tenant mi sa apartment, ni-occupy mi sa apartment month of June 2009, ang amo appliances is 2 electric fans, 2 laptops ug rice cooker. sa first month namo ang amo bayranan sa kuryente is dili mo sobra ug 100.00 then after 4 months namo nga rent ni negative na ang billing (so there's something wrong sa meter sa veco), then ila giilisan ang meter, then after nila pag-ilis ang 1st billing namo is 700.00+ and second billing...and...so-on is dili na moubos sa 300.00, then ang naka-pait is pag month of april 2010 is naay gi add na back-charge na 4 months gkan sa vecko, 932.00/month. THEN, ANG PINAKAPAIT PA GYUD KAY KAMI ANG GIPABAYAD SA OWNER SA APARTMENT NGA DILI MAN TA NAMO SAYOP KUNG GUBA NA ANG ILA METER.

I am not really good in the Visayan language but I will try to translate it based on how I understood it. Hope that it will be sensible.
About Veco, I am a tenant of the apartment, I occupied the apartment month of June 2009, the only appliances were 2 electric fans, 2 laptops, and a rice cooker. On our first month, our electric bill was not more than 100 then after 4 months of renting, the billing turned negative (so there's something wrong with the Veco meter) then they replaced the meter, then after the meter replacement, our 1st billing was 700 plus and second billing and so on, which should not be more than 300. And on the month of April, the back-charge was not refunded. The apartment owner wants us to pay for the meter which is not our fault if the meter was broken or damage.

I can't determine which is wrong the tenant or the apartment owner even though the translation has already been presented. Do you think the tenant had the right to complain?
