Are they provide professional credit counseling, or simply not?

Once again I got disappointed with their service. I just wonder how people would give them such good rating and review on NFCC, it is a non - profit credit counseling no doubt, and many people recommend it. Whether it was my bad luck or something else. It seems when I ask them advise or questions, they said, "I don't know", or "I am not familiar with it". "We only send the proposal to your creditor and work it out the low interest rate on your debt." I have other questions regarding to the financial health, and if other options are available too. That is called counseling if you have professional knowledge, you should give that to the customer right? They would either reluctant to answer it, or simply give you "I don't know." "That is all we do." That is pretty sucks to get this kind of advise, don't you think?
