how to reduce the fee which is deducted for payment from ptc site in paypal

i received a few payments from ptc sites into paypal,i think just because they send as other option than good or services,i am getting a fee of 38 cents on transaction of 1.80$,so we cannnot ask ptc admin to send payment via that way.so the only way is to pay the fee on the payment from ptc sites or indians can evade the fee charged for payment?
