Actually, this is a recurring problem in all classroom and school settings. The most common origin of the problem is either the teacher or the student. In most cases, it is a combination of both. Teacher and student relationship is one of those relationship where there is a profound presence and effects on the other party. I'm not saying that students causes all the problems but sometimes there is something in the teacher that makes the student rebel or turn against the teacher and sometimes by extension, to the subject that the teacher is teaching. The best remedy, in my opinion, is to have both lines of communication open to both parties. Though the teacher should be the mature and adult in the relationship, it is also the responsibility of the student to show some form of maturity or recognition for authority.

The sad thing is, this isnt something that is new. I graduated 11 years ago and even back then, we had students not obey their teachers (even had 1 teacher who had to get stiches from where a student hit her in the head w/something)I do believe that it is getting worse (a lot of people dont think they have to listen to anyone) but its nothing really new.

That is really nothing new to be honest with you. There will always be students that will rebel against their teachers. It is how the teachers deal with the students acting up that will decide how well the students act in the future. There are a lot of times where teachers are too soft on their students and obviously more students are going to disobey when they see that they are going to get away with it. So they should be strict but there is such a thing is really being too strict to say the very least. You want an atmosphere of respect. Not an atmosphere of fear. Still if students act up, that is not conductive to learning, especially since many of us want to be there. Still there will always be students that disobey, it is just the nature of the game, unfortunately.
