Get referrals through PTSU (pay to signup up) ?

Have you ever bought referrals at signup offers in the PTC, for some PTC?
I have bought over 200 referrals through PTSU (pay to signup up) and in my experience only the 10 percent of these are active, for this reason i prefer to exchange referrals with people who will be active as I.
