Want credit card from Indian Bank...Please guide me

I am from India..So far I used to invest in the PTC sites from my PayPal account.Today when I tried to deposit some amount to one of my PTC account I was not able to do and I was asked to enter the debit / credit card info. My debit card is not accepted and I don't have any credit card.As I don't have any job now I don't think its easy to get the credit card. But very long back I happened to read a discussion here that there are some possibilities for people like me to obtain the credit card from some banks. But I am not sure about them and I am not able to find the discussion also now. I request the members to suggest me the way / bank to get the credit card which charge no fee/low fee.As I don't have the credit card I am almost loosing all the earning opportunity from the PTC sites .For the time being these are the only income to me to run my daily life. Hope I will get some useful suggestion from the members...Thanks in advance.
