Are you totally honest with the people you work with?

There's a strong politics thriving in our office. Our vice president is telling me that he doesn't agree much of the other managers and that he feels for our department because he sees that we, at the HR department are being used to cover up for the mistake of other units. However, he's not a good leader as I assess the situation. Because he should be on top of all the managers and form good relationship among us and not create disputes.
On the other hands, majority of the senior managers hated him. Because he doesn't have the right ingredients for a good leader. When we are all sitting down in a Mancom meeting, most often they talk and kid with each other despite their feeling of dislike for one another. They are not true to themselves and in dealing with each other.
How about you, have you encountered the same situation? What will you do to resolve this issue?

I agree that honesty is the best policy but many don't stick to policy. Many people are violators of the policy. And many gets away with it.
