Google Adsense account disabled

I've been trying to set up a blog account with blogspot. I have a couple of articles posted in it already. I have tried applying for it to be linked to my Adsense account. My application has been turned down 2x already. My application was not approved the first time because my blog was still under construction. I understand that there is nothing much in it. The second time I applied, i was told in the email that there were issues in the domain. I was given a set of instruction to follow in order for me to have my application resubmitted. I had done what I was told to do in the email. But to my dismay, when I checked my blog and looked under the monitize tab, I found a small box saying that my Account has been disabled. My application has not been approved in the first place so how can it be disabled this early? I have not received any email as of yet from them. I'm hoping to get one so that I would know why my account was disabled and what does it really mean. Is it 'disabled' meaning, It was just disapproved and then I can reapply if I have complied with all the requirements or have I violated any of their rules which will make me ineligible to be a member? But how did that happen? How can I violate the rules when in fact I am not a member yet?
