What Laptop should i get?

What sort of programming? One which runs the operating system you want to support, has the compiler you need, has enough memory to run the sort of applications you plan to program, and so on. There isn't a single answer. You certainly don't need a massively powerful top-of-the-line computer - especially not if the users of your program won't have one. There's not much point writing a program nobody can use.
