Had paypal changed the rule ?

Am from India , recently paypal issued a rule that every indian have to transfer their Paypal money to their bank accounts within 7 days from the day of receiving the amount . Else it will be vanished . But i have noted that i had 1.4 $ for about a month and it was still there . Had the paypal stepped off from its rule ?
