What's the real motive of these superpower countries?

Smallpox has been eradicated before the turn of 1980's and there has been no report of its outbreak ever since. I am curious, even skeptic, why still keep the stock. It is more perilous to keep it for future use than to just destroyed it once and for all.

Yes. Or if not used as a weapon, they will use it to threaten. As far as WHO is concerned, the said strain has been eradicated.
