what does 'birocracy' mean?

Help! My friends, pls help, I just puzzled with this word, and I never meet it before, can u tell me the meaning of it?

I just looked up that word in the dictionary and it does not exist. I guess it sounds like bureaucracy. If that is the word your referring to, I guess the best definition would be "excessive multiplication of, and concentration of power in, administrative bureaus or administrators."

You are welcome. If it is not bureaucracy, I really don't know what the word is. Most likely one spelled it the way it sounded to the person. But if that is the word and you find out the meaning, let me know as I am always receptive to learning something new.
